the linkage is going to run about $200

there is no such thing as a budget restoration. if you have time to search bone yards or swap meets you may be able to pick it up cheap $25-$50. you may be able to use a Hurst installation kit which is about $120.00, it comes with the levers, rods and hardware and it should work with the stock shifter with the possibility of some minor modifications.

You can find them in junk yards, swap meets, and eBay. I’ve seen complete shifters with linkage selling for less than 60 bucks. Here’s one for a Camaro, would most likely work:
