I just have no clue how much they charge for a descent paint job or what it would cost to have the parts welded together.

no possible way to predict the amount it would cost. And unless it has RIDICULOUS sentimental value, it’s silly to restore it.

difficult to answer that one. you restore a classic or antique, not anything from the 80s.

I’ve done plenty of restorations and it will cost many more times the current value of a ‘84 Jimmy to restore it. You’ll save $10,000 dollars or more by selling your vehicle and buying a late model used vehicle that is equipped like you want.
